Earlier this month we saw a former double agent Sergei Skripal and his daughter be poisoned. Along with a few others around them. Let's look at Mr. Skripal himself and his past in Russia.
1. He served in the Russian Army for most of his young adult life.
2. After the fall of the Socialist government, he was recruited by British Intelligence while working in Spain. 2001 He was working at the Ministry of Municipalities of Government in Moscow.
3. In 96 he was returned to Russia and retired from Military and KGB as a Co. the highest position possible. He was returned because of poor "inadequate" health.
4. In 2004 he was arrested for various charges in Moscow Oblast.
5. In 2006 he was convicted. He was sentenced to 15 years. However, due to his corporation, his sentence was reduced by two years.
6. 2010 President Dmitry Medvedev released him in a "spy swap" with England. Mr. Skripal's wife joined him in England. (He served 4 years.)
Some more separate points:
1. His son died in St. Petersburg from "unknown circumstances".
2. 2 years prior his brother was poisoned.
3. 2014 His daughter returned to England from Moscow healthy.
Conclusion:
This is my conclusion only. I do believe it is safe to say he outlived his usefulness to British Intelligence. He was no longer in the shape needed to be an effective spy and he couldn't work for Russia again. He served four years for convictions related to espionage.
Russia had every opportunity to kill him in those four years. They could have sent him to Black Dolphin Prison with a one-way ticket. The only way you live that prison as an inmate is in a box. Rarely do they get pardoned? They had plenty of opportunities to kill him. And they didn't.
