How A Basic Income Could Work... Without Raising Taxes

My plan to make a Basic Income work doesn't include raising taxes. Rather it is shrinking the federal government. Seriously shrinking it to bare necessity. After all, we have to cut back on expenses and luxuries like going out for dinner even with a coupon.
Let's go:

1. Bring every soldier home no exception. 
2. Close military bases overseas. The Constitutional creators meant for us to have open and positive relationships with other countries. However, we were not to interfere with their governmental affairs. 
3. Eliminate the following offices. They are full of what Lenin called useless eaters: All the services they provide could be done better by local law enforcement.
   
   1. CIA
   2. FBI
   3. ATF
   4. DEA
   5. IRS
   6. Secret Services
4. Merge the following branches of Military: Four is repetitive. 
   1. Marine - Army: They both specialize in ground warfare.
   2. Navy - Coast Guard: They both function on the water. They both do security and rescues.
   3. Air Force - Increase their training to include emergency extractions. 
5. Military Complex: Shut it down! This department needs a serious shrinking. 
6. Prison Complex: Again! Dysfunctional and expensive. I am not saying let pedophiles and serial killers run amok. One bullet to the head will cure them. Take these kids who have grown up around gang bangers, help them get a GED and expose them to better ways to live. Then put them on the path to earning that.

Now that we have saved trillions let's look at how to make the Basic Income work without raising taxes. Have one 20% tax to be divided up among city, county, state and federal. Only people making less than 1K a year. This income would help people who are prone to dead-end jobs. Help them get a better education and pull themselves out of this hole. If someone can afford to buy an insurance company, you don't need extra income.
